i've been watching kdramas lately. one of the character's name was Dongbaek, but why is that it is pronounced sometimes as Dongbaek-shi

동백 씨.
To address someone as you or one's name is considered to be rude in Korea. So Korean commonly address people as his/her job or title like 사장님, 선생님, 기사님, and 고객님 in polite way. And (NAME) 씨 is often used in formal way but not polite way. So OO 씨 is normally used between colleagues or between adults in similar position.
